There may be a new ringtone in your life -- the urgent chime of a company-issued cell phone. From a report: In a throwback to the Blackberry era, telecom-service providers are seeing strong growth from companies handing out phones to employees. The phenomenon, which started during the pandemic, picked up recently thanks to new compliance policies around the use of WhatsApp and TikTok. It's provided a "tailwind" for subscriber gains at AT&T, Chief Financial Officer Pascal Desroches said at a conference this week. At the same event, T-Mobile US Inc. Chief Financial Officer Peter Osvaldik said his company's corporate customer count "grew every quarter in 2022."

The phones are more than just a corporate perk, said Gartner analyst Lisa Pierce. "It's also about control" -- a means of restricting or blocking applications and keeping corporate data secure, she said. Businesses, especially those in finance, have grown concerned about the security of their data, and the Securities and Exchange Commission and the Commodity Futures Trading Commission have stepped up their scrutiny over unauthorized private communication on applications such as WhatsApp and through personal email. Late last year, Congress, along with several states, banned China-owned TikTok from government employees' devices over national security concerns. This puts organizations in the position of either requiring their workers to remove apps from personal phones, or offering a secure second device. That second device helps explain how wireless carriers keep racking up millions of new subscribers long after the time when the mobile market passed saturation, with nearly every adult in the US owning at least one phone.

iPhone Maker Plans $700 Million India Plant In Shift From China (bloomberg.com) 26

An anonymous reader quotes a report from Bloomberg: Apple partner Foxconn Technology Group plans to invest about $700 million on a new plant in India to ramp up local production, people familiar with the matter said, underscoring an accelerating shift of manufacturing away from China as Washington-Beijing tensions grow. The Taiwanese company, also known for its flagship unit Hon Hai Precision Industry Co., plans to build the plant to make iPhone parts on a 300-acre site close to the airport in Bengaluru, the capital of the southern Indian state of Karnataka [...]. The factory may also assemble Apple's handsets [...], and Foxconn may also use the site to produce some parts for its nascent electric vehicle business.

The investment is one of Foxconn's biggest single outlays to date in India and underscores how China's at risk of losing its status as the world's largest producer of consumer electronics. Apple and other US brands are leaning on their Chinese-based suppliers to explore alternative locations such as India and Vietnam. It's a rethink of the global supply chain that's accelerated during the pandemic and the war in Ukraine and could reshape the way global electronics are made. The new production site in India is expected to create about 100,000 jobs, the people said. The company's sprawling iPhone assembly complex in the Chinese city of Zhengzhou employs some 200,000 at the moment, although that number surges during peak production season.

China Leads US in Global Competition for Key Emerging Technology, Study Says (reuters.com) 37

China has a "stunning lead" in 37 out of 44 critical and emerging technologies as Western democracies lose a global competition for research output, a security think tank said on Thursday after tracking defence, space, energy and biotechnology. From a report: The Australian Strategic Policy Institute (ASPI) said its study showed that, in some fields, all of the world's top 10 research institutions are based in China. The study, funded by the United States State Department, found the United States was often second-ranked, although it led global research in high-performance computing, quantum computing, small satellites and vaccines. "Western democracies are losing the global technological competition, including the race for scientific and research breakthroughs," the report said, urging greater research investment by governments.

China had established a "stunning lead in high-impact research" under government programs. The report called for democratic nations to collaborate more often to create secure supply chains and "rapidly pursue a strategic critical technology step-up." ASPI tracked the most-cited scientific papers, which it said are the most likely to result in patents. China's surprise breakthrough in hypersonic missiles in 2021 would have been identified earlier if China's strong research had been detected, it said. "Over the past five years, China generated 48.49% of the world's high-impact research papers into advanced aircraft engines, including hypersonics, and it hosts seven of the world's top 10 research institutions," it said.

Apple's Chinese suppliers are likely to move capacity out of the country far faster than many observers anticipate to pre-empt fallout from escalating Beijing-Washington tensions, according to one of the US company's most important partners. From a report: AirPods maker GoerTek is one of the many manufacturers exploring locations beyond its native China, which today cranks out the bulk of the world's gadgets from iPhones to PlayStations. It's investing an initial $280 million in a new Vietnam plant while considering an India expansion, Deputy Chairman Kazuyoshi Yoshinaga said in an interview. US tech companies in particular have been pushing hard for manufacturers like GoerTek to explore alternative locations, said the executive, who oversees GoerTek's Vietnamese operations from northern Bac Ninh province.

"Starting from last month, so many people from the client side are visiting us almost every day," Yoshinaga said from his offices at GoerTek's sprawling industrial complex north of Hanoi. The topic that dominates discussions: "When can you move out?" The expanding conflict between the US and China, which began with a trade war but has since expanded to encompass sweeping bans on the exchange of chips and capital, is spurring a rethink of the electronics industry's decades-old supply chain. The world's reliance on the Asian nation became starkly clear during the Covid Zero years, when Beijing's restrictions choked off the supply of everything from phones to cars.

China says a ban on the use of TikTok by official European Union institutions will harm business confidence in Europe. From a report: In the latest salvo in the battle over the Chinese-owned video sharing app, the European Parliament, the European Commission and the EU Council have banned TikTok from being installed on official devices. [...] China has been pushing back, though its ruling Communist Party has long blocked many foreign social media platforms and messaging apps, including YouTube, Twitter, Facebook, Instagram -- and TikTok. A Chinese version of the app, Douyin, is permitted, but its content is not the same as that found on TikTok. "The EU claims to be the most open market in the world, but recently it has been taking restrictive measures and unreasonably suppressing other countries' companies on the grounds of national security," Chinese Foreign Ministry spokesperson Mao Ning said at a daily briefing Wednesday. "This will dampen the international community's confidence in the business environment in the EU. The EU should match its words with deeds, respect the market economy and fair competition, stop overstretching and abusing the concept of national security and provide an open, fair, transparent and non-discriminatory business environment for all companies," Mao said.

Semiconductor manufacturers seeking a slice of nearly $40 billion in new federal subsidies will need to ensure affordable child care for their workers, limit stock buybacks and share certain excess profits with the government, the Biden administration will announce on Tuesday. From a report: The new requirements represent an aggressive attempt by the federal government to bend the behavior of corporate America to accomplish its economic and national security objectives. As the Biden administration makes the nation's first big foray into industrial policy in decades, officials are also using the opportunity to advance policies championed by liberals that seek to empower workers. While the moves would advance some of the left-behind portions of the president's agenda, they could also set a fraught precedent for attaching policy strings to federal funding.

Last year, a bipartisan group of lawmakers passed the CHIPS Act, which devoted $52 billion to expanding U.S. semiconductor manufacturing and research, in hopes of making the nation less reliant on foreign suppliers for critical chips that power computers, household appliances, cars and more. The prospect of accessing those funds has already enticed domestic and foreign-owned chip makers to announce plans for or begin construction on new projects in Arizona, Texas, Ohio, New York and other states. On Tuesday, the Commerce Department will release its application for manufacturers seeking funds under the law. It will include a variety of requirements that go far beyond simply encouraging semiconductor production.

Huawei Export Licenses Could be Revoked by US (wsj.com) 24

The Biden administration is considering revoking export licenses issued to U.S. suppliers for sales to Chinese telecom company Huawei, WSJ reported Tuesday, citing people familiar with the matter, part of a broader tightening of technology trade over national security concerns. From a report: The administration previously indicated that it was considering not granting any new export licenses to companies such as Qualcomm and Intel, which provide chips needed for smartphones and other devices. The action would cover products that use advanced 5G technology as well as older 4G products. The new action would take that a step further by revoking existing licenses. It comes amid heightened U.S.-China tensions triggered by a suspected Chinese spy balloon traversing the U.S. and intelligence suggesting Beijing is considering provision of lethal aid to Russia for its Ukraine war.

"The policy that had allowed exports to Huawei, notwithstanding the entity listing, is being wound down," said a former senior security official familiar with the administration's policy deliberations. "The White House is now telling Commerce, 'Cut off the 4G sales, the time has come to do more pain to Huawei, to try to finish their demise,'" the former official said. Huawei was placed on the Commerce Department's so-called entity list in 2019 by the office that oversees export controls, the Bureau of Industry and Security. The BIS cited potential national-security threats when it issued the punitive listing, which requires exporters to secure special licenses approving the sale of U.S. technology to the firm. U.S. officials say they are concerned China's government could use Huawei's telecommunications tech for spying.

No One Knows If Decades-Old Nukes Would Actually Work 263

Atomic weapons are complex, sensitive, and often pretty old. With testing banned, countries have to rely on good simulations to trust their weapons work. From a report: Flattened cities, millions of people burnt to death, and yet more tortured by radioactive fallout. That harrowing future may seem outlandish to some, but only because no nation has detonated a nuclear weapon in conflict since 1945. Countries including the US, Russia, and China wield hefty nuclear arsenals and regularly squabble over how to manage them -- only last week, Russia suspended participation in its nuclear arms reduction treaty with the US. Thankfully, nuclear warheads mostly just sit there, motionless and silent, cozy in their silos and underground storage caverns. If someone actually tried to use one, though, would it definitely go off as intended? "Nobody really knows," says Alex Wellerstein, a nuclear weapons historian at the Stevens Institute of Technology. The 20th century witnessed more than 2,000 nuclear tests -- the vast majority carried out by the US and the Soviet Union. And while these did prove the countries' nuclear capabilities, they don't guarantee that a warhead strapped to a missile or some other delivery system would work today.

Surprisingly, as far as we know, the US has only ever tested a live nuclear warhead using a live missile system once, way back in 1962. It was launched from a submarine. The Soviet Union had performed a similar test the previous year, and China followed in 1966. No nation has ever tested a nuclear warhead delivered by an intercontinental ballistic missile. The missile could blow up on the launchpad, explains Wellerstein. No one wants to clean that mess up. Russia's invasion of Ukraine has, sadly, brought the specter of nuclear weaponry to the fore once again. In February, Russian President Vladimir Putin claimed new strategic nuclear weapons systems had been placed on combat duty, and he threatened to resume nuclear testing. Russia's former defense minister, Dmitry Medvedev, has been particularly vocal about his country's readiness to use nuclear weapons -- including against Ukraine. Russia has around 4,500 non-retired nuclear warheads, according to the Federation of American Scientists, a nonprofit that focuses on security. Roughly 2,000 are considered "tactical" -- smaller warheads that could be used on, for example, a foreign battlefield. To our knowledge, Russia has not begun "mating" those tactical warheads to delivery systems, such as missiles. Doing so involves certain safety risks, notes Lynn Rusten of the Nuclear Threat Initiative, a think tank: "It would be really worrisome if we saw any indication that they were moving those warheads out of storage."

If they were brought into operation, multiple things could in theory go wrong with these weapons. For one thing, the delivery systems themselves might not be reliable. Mark Schneider, formerly of the US Department of Defense's senior executive service, has written about the many problems Russia has faced with its missiles so far during the war with Ukraine. Last spring, US officials said between 20 and 60 percent of Russian missiles were failing, either in terms of not launching or not hitting the intended target. That doesn't necessarily matter, though, notes Schneider. When firing a nuclear warhead with a big explosive yield, "accuracy is much less relevant," he says. Russia certainly has enough missiles to get a nuclear weapon more or less to where it wants -- even if it takes more than one attempt. But what about the warheads themselves? Modern thermonuclear devices are complex bits of machinery designed to initiate a specific explosive sequence, sometimes called a fission-fusion-fission reaction, which releases a massive amount of energy. Wellerstein points out that some warheads designed decades ago are still part of nuclear arsenals. Over time, their parts must be carefully checked for degradation and refurbished or replaced. But certain components can become unavailable due to changes in manufacturing capabilities.

America's Chip Moonshot Should Take Aim At Its Education System (ft.com) 86

An anonymous reader shares a report: In the decade following US President John F Kennedy's 1961 announcement of America's mission to put a man on the moon, the number of physical science PhDs tripled, and that of engineering PhDs quadrupled. Now, the country is embarking on a moonshot to rebuild the semiconductor fabrication industry. Corporations that want a cut of the $39bn in manufacturing incentives within the Chips and Science Act programme can start filing their applications for subsidies on Tuesday. In order to get them, they'll have to show that they are contributing to something that may be even more difficult than putting a man in space: building a 21st-century workforce. America has plenty of four-year graduates with crushing debt (the national average for federal loan debts is more than $37,000 a student) and underwhelming job prospects. It also has plenty of college dropouts and young people with high-school degrees who are trying to make ends meet through minimum-wage jobs supplemented by gig work.

What it lacks are the machinists, carpenters, contractors and technicians who will build the new fabrication facilities. It also needs to triple the number of college graduates in semiconductor-related fields, such as engineering, over the next decade, according to commerce secretary Gina Raimondo. Raimondo, who is well on her way to becoming the industrial strategy tsar of the administration, gave a speech to this effect earlier this month. In it, she underscored not only the need to rebuild chip manufacturing in a world in which the US and China will lead separate tech ecosystems, but also to ensure that there are enough domestic workers to do so. "If you talk to the CEOs of companies like TSMC and Samsung [both of which are launching fabs in the US], they are worried about finding these people here," Raimondo told me. She cites workforce development -- alongside scale and transparency -- as major hurdles that must be overcome to meet the administration's goals.

From a report: The GSMA will introduce the portal, called Open Gateway, at its annual Mobile World Congress in Barcelona on Monday, its Director General Mats Granryd said in an interview. AT&T, China Mobile, Deutsche Telekom and Vodafone Group are among the 21 GSMA members that will use the interface. "We have the phenomenal reach down to the base station and out into your pocket," Granryd said. "And that's what we're trying to make available for the developer community to ultimately benefit you as a consumer or you as a business."

China Is Exporting Its Obsession with Tiny Electric Vehicles (restofworld.org) 110

Long-time Slashdot reader destinyland shared this report about the boxy little Wuling: Priced at around $5,500 and famously outselling Tesla in China, it's a tiny, comically square car, produced in joint partnership with General Motors and SAIC. The micro EV has been fodder for articles and YouTubers — even while it's remained unavailable outside China.

Until last summer, that is, when Wuling attempted to go international. First stop: Indonesia. With its Air model selling at a mere $16,000 — less than half the price of alternatives — the minimalist EV was depicted in advertising as a gateway to the future, a slick solution for busy Indonesian city-dwellers.

Six months later, the Wuling Air now dominates EV sales in the country, according to the Association of Indonesia Automotive Industries (Gaikindo). Since entering Indonesia last August, it's sold some 8,000 vehicles. The number may be small compared to the manufacturers' sales figures in their home turfs of the U.S. and China, but it's equivalent to 78% of the EV market in the Southeast Asian country....

It's not perfect; customers complain of battery failure and the anxiety of finding charge points. But the price tag counts for a lot.... A $48,000 Nissan Leaf or Hyundai Ioniq is way out of most Indonesians' price brackets. But a Wuling — $16,000 for standard range, which lasts 250 kilometers on a full charge, and $20,000 for long-range, at 450 kilometers — is achievable.

Inside Taiwanese Chip Giant, a U.S. Expansion Stokes Tensions (nytimes.com) 57

Taiwan Semiconductor Manufacturing Company, the world's biggest maker of advanced computer chips, is upgrading and expanding a new factory in Arizona that promises to help move the United States toward a more self-reliant technological future. But to some at the company, the $40 billion project is something else: a bad business decision.

Internal doubts are mounting at the Taiwanese chip maker over its U.S. factory, according to interviews with 11 TSMC employees, who declined to be identified because they were not authorized to speak publicly. Many of the workers said the project could distract from the research and development focus that had long helped TSMC outmaneuver rivals. Some added that they were hesitant to move to the United States because of potential culture clashes.... Its factory expansion in the northern outskirts of Phoenix is meant to bring advanced microchip production closer to the United States and away from any potential standoff with China. Yet the effort has stoked internal apprehension, with high costs and managerial challenges showing how difficult it is to transplant one of the most complicated manufacturing processes known to man halfway across the world.

The pressure for the Arizona factory to succeed is immense. Failure would mean a setback for U.S. efforts to cultivate the advanced chip manufacturing that mostly moved to Asia decades ago. And TSMC would have spent billions on a plant that did not produce enough viable chips to make it worth the effort.

Microsoft Has Been Secretly Testing Its Bing Chatbot 'Sydney' For Years (theverge.com) 25

According to The Verge, Microsoft has been secretly testing its Sydney chatbot for several years after making a big bet on bots in 2016. From the report: Sydney is a codename for a chatbot that has been responding to some Bing users since late 2020. The user experience was very similar to what launched publicly earlier this month, with a blue Cortana-like orb appearing in a chatbot interface on Bing. "Sydney is an old codename for a chat feature based on earlier models that we began testing in India in late 2020," says Caitlin Roulston, director of communications at Microsoft, in a statement to The Verge. "The insights we gathered as part of that have helped to inform our work with the new Bing preview. We continue to tune our techniques and are working on more advanced models to incorporate the learnings and feedback so that we can deliver the best user experience possible."

"This is an experimental AI-powered Chat on Bing.com," read a disclaimer inside the 2021 interface that was added before an early version of Sydney would start replying to users. Some Bing users in India and China spotted the Sydney bot in the first half of 2021 before others noticed it would identify itself as Sydney in late 2021. All of this was years after Microsoft started testing basic chatbots in Bing in 2017. The initial Bing bots used AI techniques that Microsoft had been using in Office and Bing for years and machine reading comprehension that isn't as powerful as what exists in OpenAI's GPT models today. These bots were created in 2017 in a broad Microsoft effort to move its Bing search engine to a more conversational model.

Microsoft made several improvements to its Bing bots between 2017 and 2021, including moving away from individual bots for websites and toward the idea of a single AI-powered bot, Sydney, that would answer general queries on Bing. Sources familiar with Microsoft's early Bing chatbot work tell The Verge that the initial iterations of Sydney had far less personality until late last year. OpenAI shared its next-generation GPT model with Microsoft last summer, described by Jordi Ribas, Microsoft's head of search and AI, as "game-changing." While Microsoft had been working toward its dream of conversational search for more than six years, sources say this new large language model was the breakthrough the company needed to bring all of its its Sydney learnings to the masses. [...] Microsoft hasn't yet detailed the full history of Sydney, but Ribas did acknowledge its new Bing AI is "the culmination of many years of work by the Bing team" that involves "other innovations" that the Bing team will detail in future blog posts.

Nvidia Is Still Making Billions In Q4 2023 Despite a Giant Drop In PC Demand (theverge.com) 22

In its fourth quarter and full-year earnings report yesterday, Nvidia reported $6.05 billion in revenue for Q4 of its fiscal 2023 and $26.92 billion for the full year. That's "almost identical to last year, though profit was down 55 percent," notes The Verge.

"Remember: in 2021, $5 billion in revenue a quarter was a new Nvidia record. Now it's the status quo: the company says it's expecting to see $6.5 billion next quarter, too." From the report: Nvidia's data center and automotive businesses were actually up this quarter, with record revenue for automotive of $294 million; the dip was largely in Nvidia's graphics business, particularly gaming, which were each down 46 percent. That gaming decline includes "lower shipments of SOCs for game consoles," which is code for "Nintendo isn't selling as many Switches anymore" -- it's the only game console that uses an Nvidia chip. Like other chipmakers, Nvidia is shipping fewer GPUs to retailers and partners instead of slashing prices. The polite phrase is "lower sell-in to partners to help align channel inventory levels with current demand expectations." Nvidia also blamed disruptions in China due to covid and other issues.

Every PC maker is reporting that demand for computers has tanked this past quarter, with research firm Gartner calling the 28.5 percent dip in shipments "the largest quarterly shipment decline since Gartner began tracking the PC market in the mid-1990s." That was on top of the slump companies like Nvidia had already seen. And while AMD seemed optimistic this quarter that the slump won't last for long, even it suggested that client processor and gaming revenue would continue to go down in the first half of the calendar year.

EU Officials Ban TikTok From Employees' Phones (bbc.com) 18

Staff working at the European Commission have been ordered to remove the TikTok app from their phones and corporate devices. The BBC reports: The commission said it was implementing the measure to "protect data and increase cybersecurity." EU spokeswoman Sonya Gospodinova said the corporate management board of the European Commission, the EU's executive arm, had made the decision for security reasons. "The measure aims to protect the Commission against cybersecurity threats and actions which may be exploited for cyberattacks against the corporate environment of the commission," she said. The ban also means that European Commission staff cannot use TikTok on personal devices that have official apps installed.

The commission says it has around 32,000 permanent and contract employees. They must remove the app as soon as possible and no later than March 15. For those who do not comply by the set deadline, the corporate apps -- such as the commission email and Skype for Business -- will no longer be available. [...] TikTok, owned by Chinese company ByteDance, has faced allegations that it harvests users' data and hands it to the Chinese government.

Alibaba reduced its workforce by about 19,000 employees last year as it adapted to a global economic chill and shifted focus to cost efficiency. From a report: The Hangzhou-based online retailer let go of more than 4,000 workers in the final quarter of the year, according to data in its earnings report Thursday. The largest reductions this year came in the summer when it reported its first ever contraction in revenue. The company's growth has been stunted by global macroeconomic factors and China's stringent Covid Zero policy, with lockdowns blunting consumer spending. Alibaba said in May that it will take a "more disciplined" approach to spending and scale back expenses in areas that aren't generating long-term value. This shift -- in line with Beijing's incentives -- marks a major change from the aggressive and wide-ranging market grab that characterized the e-commerce giant in the past.

China Tells Big Tech Companies Not To Offer ChatGPT Services (nikkei.com) 28

Regulators have told major Chinese tech companies not to offer ChatGPT services to the public amid growing alarm in Beijing over the AI-powered chatbot's uncensored replies to user queries. From a report: Tencent Holdings and Ant Group, the fintech affiliate of Alibaba Group Holding, have been instructed not to offer access to ChatGPT services on their platforms, either directly or via third parties, people with direct knowledge of the matter told Nikkei Asia. Tech companies will also need to report to regulators before they launch their own ChatGPT-like services, the sources added.

ChatGPT, developed by Microsoft-backed startup OpenAI, is not officially available in China but some internet users have been able to access it using a virtual private network (VPN). There have also been dozens of "mini programs" released by third-party developers on Tencent's WeChat social media app that claim to offer services from ChatGPT. Under regulatory pressure, Tencent has suspended several such third-party services regardless of whether they were connected to ChatGPT or were in fact copycats, people familiar with the matter told Nikkei. This is not the first time that China has blocked foreign websites or applications. Beijing has banned dozens of prominent U.S. websites and apps. Between 2009 and 2010, it moved to block Google, Facebook, YouTube, and Twitter. Between 2018 and 2019, it instituted bans on Reddit and Wikipedia.

NASA Mars Orbiter Reveals China's Zhurong Rover Has Not Moved For Months (spacenews.com) 45

Images from NASA's Mars Reconnaissance Orbiter reveal that China's Zhurong rover remains stationary on the Red Planet as China remains silent on the status of its spacecraft. SpaceNews reports: The High Resolution Imaging Science Experiment (HiRISE) camera aboard the Mars Reconnaissance Orbiter (MRO) captured images of the rover on March 11, 2022, a second on Sept. 8, 2022 and finally Feb. 7, 2023. The images were published Feb. 21 by the HiRISE Operations Center The images show that the solar-powered Zhurong -- which landed in May 2021 -- has not moved since at least September 2022. It had entered a planned hibernation state in May 2022 to ride out the low solar radiation levels of winter in Mars's Utopia Planitia region.

Zhurong was expected to autonomously resume activities around December, around the time of Spring solstice in the northern hemisphere, when temperatures and light levels reached levels allowing the rover's battery and solar arrays to generate sufficient electrical power. However Chinese space authorities have not provided an update on the status of the rover. The South China Morning Post reported Jan. 7, citing sources that do not wish to be named, that the mission team was yet to receive a signal from Zhurong.

The progression of the HiRISE images suggest that Zhurong may have accumulated a covering of Martian dust on its surface. Hackers Scored Corporate Giants' Logins for Asian Data Centers (bloomberg.com) 6

In an episode that underscores the vulnerability of global computer networks, hackers got ahold of login credentials for data centers in Asia used by some of the world's biggest businesses, a potential bonanza for spying or sabotage, according to a cybersecurity research firm. From a report: The previously unreported data caches involve emails and passwords for customer-support websites for two of the largest data center operators in Asia: Shanghai-based GDS Holdings and Singapore-based ST Telemedia Global Data Centres, according to Resecurity, which provides cybersecurity services and investigates hackers. About 2,000 customers of GDS and STT GDC were affected. Hackers have logged into the accounts of at least five of them, including China's main foreign exchange and debt trading platform and four others from India, according to Resecurity, which said it infiltrated the hacking group. It's not clear what -- if anything -- the hackers did with the other logins. The information included credentials in varying numbers for some of the world's biggest companies, including Alibaba Group Holding, Amazon, Apple, BMW, Goldman Sachs, Huawei, Microsoft, and Walmart, according to the security firm and hundreds of pages of documents that Bloomberg reviewed.

Running through it all is a struggle for technological superiority. From a report: China has striven for years to develop cutting-edge technologies, in part through heavy spending on research. Now, according to Western officials and executives, it also has mobilized its legal system to pry technology from other nations. Officials in the U.S. and European Union accuse China of using its courts and patent panels to undermine foreign intellectual-property rights and help Chinese businesses. They say China is focusing such efforts on industries it deems important, including technology, pharmaceuticals and rare-earth minerals.

A U.S. manufacturer of X-ray equipment had a decade-old patent invalidated by a Chinese legal panel. A Spanish mobile-antenna designer lost a similar fight in a Shanghai court. Another Chinese court ruled that a Japanese conglomerate broke antitrust law by refusing to license its technology to a Chinese rival. At China's Communist Party congress in October, when Xi Jinping secured a third term as party leader, he praised the country for becoming a global innovator and pledged to help it prosper further. "We will increase investment in science and technology through diverse channels and strengthen legal protection of intellectual property rights, in order to establish a foundational system for all-around innovation," he told Chinese lawmakers.
