There is no contradiction there. Being the most secure ever doesn't mean that there was no cheating at all, only that it was the lowest level of cheating ever seen. In a tight race like this even a small amount of cheating in the right places can flip the electoral college vote.

It's not like this was Bush v. Gore. It wasn't as tight as you're making it sound. Cheating would require tens of thousands, if not hundreds of thousands of votes to swing the election. There's no evidence that even small scale cheating occurred.
