As AI Booms, Land Near Nuclear Power Plants Becomes Hot Real Estate 77

Tobias Mann reports via The Register: The land surrounding a nuclear power plant might not sound like prime real estate, but as more bit barns seek to trim costs, it's poised to become a rather hot commodity. All datacenters are energy-hungry but with more watt-greedy AI workloads on the horizon, nuclear power has fresh appeal, especially for hyperscalers. Such a shift in power also does wonders for greenwashing narratives around net-zero operations. While not technically renewable, nuclear power does have the benefit of being carbon-free, not to mention historically reliable -- with a few notable exceptions of course. All of these are purported benefits cited by startup NE Edge, which has been fighting for more than a year to be able to build a pair of AI datacenters adjacent to a 2GW Millstone nuclear power plant in Waterford, Connecticut.

According to the Hartford Courant, NE Energy has secured $1.6 billion to construct the switching station and bit barns, which will span 1.2 million square feet in total. NE Energy will reportedly spend an equivalent sum on between 25,000 and 35,000 servers. Considering the price of GPU systems from Nvidia, AMD, and Intel, we suspect that those figures probably refer to the number of GPUs. We've asked NE Edge for more information. NE Energy has faced local challenges getting the project approved because residents are concerned the project would end up increasing the cost of electricity. The facilities will reportedly consume as much as 13 percent of the plant's output. The project's president Thomas Quinn attempted to quell concerns, arguing that by connecting directly to the plants, NE Energy will be able to negotiate prices that make building such a power hungry facility viable in Connecticut. NE Energy has also committed to paying a 12.08 percent premium to the town on top of what it pays Dominion for power, along with other payments said to total more than $1 billion over the next 30 years. But after initially denying the sale of land to NE Edge back in January over a lack of information regarding the datacenter project, it's reported that the town council has yet to tell the company what information it is after.

Bluesky actually started inside of what was then known as Twitter — it was a project from then-CEO Jack Dorsey, who spent his days wandering the earth and saying things like Twitter should be a protocol and not a company. Bluesky was supposed to be that protocol, but Jack spun it out of Twitter in 2021, just before Elon Musk bought the company and renamed it X. Bluesky is now an independent company with a few dozen employees, and it finds itself in the middle of one of the most chaotic moments in the history of social media. There are a lot of companies and ideas competing for space on the post-Twitter internet, and Jay makes a convincing argument that decentralization -- the idea that you should be able to take your username and following to different servers as you wish -- is the future. It's a powerful concept that's been kicking around for a long time, but now it feels closer to reality than ever before. You've heard us talk about it a lot on Decoder: the core idea is that no single company -- or individual billionaire -- can amass too much power and control over our social networks and the conversations that happen on them.

Bluesky's approach to this is something called the AT Protocol, which powers Bluesky's own platform but which is also a technology that anyone can use right now to host their own servers and, eventually, interoperate with a bunch of other networks. You'll hear Jay explain how building Bluesky the product alongside AT Protocol the protocol has created a cooperate-compete dynamic that runs throughout the entire company and that also informs how it's building products and features -- not only for its own service but also for developers to build on top of. Jay and I also talked about the growth of the Bluesky app, which now has more than 5 million users, and how so many of the company's early decisions around product design and moderation have shaped the type of organic culture that's taken hold there. Content moderation is, of course, one of the biggest challenges any platform faces, and Bluesky, in particular, has had its fair share of controversies. But the idea behind AT Protocol and Bluesky is devolving control, so Bluesky users can pick their own moderation systems and recommendation algorithms -- a grand experiment that I wanted to know much more about.

Finally, Jay and I had the opportunity to get technical and go deeper on standards and protocols, which are the beating heart of the decentralization movement. Bluesky's AT Protocol is far from the only protocol in the mix -- there's also ActivityPub, which is what powers Mastodon and, soon, Meta's Threads. There's been some real animosity between these camps, and I asked Jay about the differences between the two, the benefits of Bluesky's approach, and how she sees the two coexisting in the future.

Landlines Are Dying Out (yahoo.com) 142

An anonymous reader shares a report: The number of landline users has plummeted with the rise of cellphones, and the 19th-century technology's days appear to be numbered. Providers like AT&T are looking to exit the business by transitioning customers to cellphones or home telephone service over broadband connections. But for many of the millions of people still clinging to their copper-based landline telephones, newer alternatives are either unavailable, too expensive, or are unreliable when it matters most: in an emergency.

According to the National Center for Health Statistics, only a quarter of adults in the United States still have landlines and only around 5 percent say they mostly or only rely on them. The largest group of people holding onto their landlines are 65 and older. Meanwhile, more than 70 percent of adults are using wireless phones only. The copper lines used for traditional landlines carry electricity over the wires, so as long as a phone is corded or charged it will work during a power outage. Landlines are separate from cellular and broadband networks and are not affected by their outages, making them a necessary backstop in rural areas. Many of those same areas have inadequate cellular or internet coverage.

"In three, four, maybe five years a lot of states are going to say 'Okay, it's permissible to discontinue service if you, the phone company, can demonstrate there's functional alternative service,'" says Rob Frieden, an Academy and Emeritus Professor of Telecommunications and Law at Pennsylvania State University. AT&T recently asked the California Public Utilities Commission to end its obligation to provide landline service in parts of the state. The Federal Communications Commission, which has to approve a request to end service, said it hasn't received one from AT&T.

Behind the Plot To Break Nvidia's Grip on AI By Targeting Software (reuters.com) 44

An anonymous reader shares a report: Nvidia earned its $2.2 trillion market cap by producing AI chips that have become the lifeblood powering the new era of generative AI developers from startups to Microsoft, OpenAI and Google parent Alphabet. Almost as important to its hardware is the company's nearly 20 years' worth of computer code, which helps make competition with the company nearly impossible. More than 4 million global developers rely on Nvidia's CUDA software platform to build AI and other apps. Now a coalition of tech companies that includes Qualcomm, Google and Intel, plans to loosen Nvidia's chokehold by going after the chip giant's secret weapon: the software that keeps developers tied to Nvidia chips.

They are part of an expanding group of financiers and companies hacking away at Nvidia's dominance in AI. "We're actually showing developers how you migrate out from an Nvidia platform," Vinesh Sukumar, Qualcomm's head of AI and machine learning, said in an interview with Reuters. Starting with a piece of technology developed by Intel called OneAPI, the UXL Foundation, a consortium of tech companies, plans to build a suite of software and tools that will be able to power multiple types of AI accelerator chips, executives involved with the group told Reuters. The open-source project aims to make computer code run on any machine, regardless of what chip and hardware powers it.

"It's about specifically - in the context of machine learning frameworks - how do we create an open ecosystem, and promote productivity and choice in hardware," Google's director and chief technologist of high-performance computing, Bill Hugo, told Reuters in an interview. Google is one of the founding members of UXL and helps determine the technical direction of the project, Hugo said. UXL's technical steering committee is preparing to nail down technical specifications in the first half of this year. Engineers plan to refine the technical details to a "mature" state by the end of the year, executives said. These executives stressed the need to build a solid foundation to include contributions from multiple companies that can also be deployed on any chip or hardware.

California's Successful Dam-Removal Project Continues (msn.com) 120

The Los Angeles Times checks in on America's largest dam-removal project, which they say is now "revealing a stark landscape that had been underwater for generations."

"A thick layer of muddy sediment covers the sloping ground, where workers have been scattering seeds and leaving meandering trails of footprints. In the cracked mud, seeds are sprouting and tiny green shoots are appearing." With water passing freely through tunnels in three dams, the Klamath River has returned to its ancient channel and is flowing unhindered for the first time in more than a century through miles of waterlogged lands. Using explosives and machinery, crews began blasting and tearing into the concrete of one of the three dams earlier this month... The emptying of the reservoirs, which began in January, is estimated to have released as much as 2.3 million tons of sediment into the river, abruptly worsening its water quality and killing nonnative perch, bluegill and bass that had been introduced in the reservoirs for fishing. Downstream from the dams, the river's banks are littered with dead fish. But tribal leaders, biologists and environmentalists say that this was part of the plan, and that the river will soon be hospitable for salmon to once again swim upstream to spawn... [The dams] blocked salmon from reaching vital habitat and degraded the river's water quality, contributing to toxic algae blooms in the reservoirs and disease outbreaks that killed fish...

Workers have been drilling holes in the top of the Copco No. 1 Dam, placing dynamite and setting off blasts, then using machinery to chip away fractured concrete. The dam, which has been in place since 1918, is scheduled to be fully removed by the end of August. The smaller Copco No. 2 Dam was torn down last year as the project began. Two earthen dams, the Iron Gate and the John C. Boyle, remain to be dismantled starting in May. If the project goes as planned, the three dams will be gone sometime this fall, reestablishing a free-flowing stretch of river and enabling Chinook and coho salmon to swim upstream and spawn along about 400 miles of the Klamath and its tributaries. Meanwhile, teams of scientists and workers are focusing on restoring the landscape and natural vegetation on about 2,200 acres of denuded reservoir-bottom lands...

River restoration advocates are optimistic. They say undamming the Klamath will demonstrate the potential for restoring free-flowing rivers elsewhere in California, and point to initial plans to remove two dams on the Eel River as another promising opportunity.

It's 25 Years Later. Are We All Now Trapped in 'The Matrix'? (msn.com) 181

It was March 24, 1999 that The Matrix premiered, premembers the Wall Street Journal. "To rewatch The Matrix is to be reminded of how primitive our technology was just 25 years ago. We see computers with bulky screens, cellphones with keypads and a once-ubiquitous feature of our society known as 'pay phones,' central to the plot of the film."

But the article's headline warns that "25 Years Later, We're All Trapped in 'The Matrix'". [I]n a strange way, the film has become more relevant today than it was in 1999. With the rise of the smartphone and social media, genuine human interaction has dropped precipitously. Today many people, like Cypher, would rather spend their time in the imaginary realms offered by technology than engage in a genuine relationship with other human beings.

In the film, one of the representatives of the AI, the villainous Agent Smith, played by Hugo Weaving, tells Morpheus that the false reality of the Matrix is set in 1999 because that year was "the peak of your civilization. I say your civilization, because as soon as we started thinking for you it really became our civilization." Indeed, not long after "The Matrix" premiered, humanity hooked itself up to a matrix of its own. There is no denying that our lives have become better in many ways thanks to the internet and smartphones. But the epidemic of loneliness and depression that has swept society reveals that many of us are now walled off from one another in vats of our own making...

For today's dwellers in the digital cave, the path back into the light doesn't involve taking a pill, as in "The Matrix," or being rescued by a philosopher. We ourselves have the power to resist the extremes of the digital world, even as we remain linked to it. You can find hints of an unplugged "Zion" in the Sabbath tables of observant Jews, where electronic devices are forbidden, and in university seminars where laptops are banned so that students can engage with a text and each other.

Twenty-five years ago, "The Matrix" offered us a modern twist on Plato's cave. Today we are once again asking what it will take to find our way out of the lonely darkness, into the brilliance of other human souls in the real world.

World's First Nuclear Fusion-Powered Electric Propulsion Drive Unveiled (interestingengineering.com) 56

An anonymous reader quotes a report from InterestingEngineering: A concept that began as a doodle at a conference years ago is now becoming a reality. RocketStar Inc. has showcased (PDF) its advanced nuclear-based propulsion technology called the FireStar Drive. It is said to be the world's first electric device for spacecraft propulsion boosted by nuclear fusion. Recently, the company announced the successful initial demonstration of this electric propulsion technology.

The FireStar Drive harnesses the power of nuclear fusion to improve the performance of RocketStar's "water-fueled pulsed plasma thruster." A spacecraft's thrusters perform various functions, including propulsion, orbital changes, and even docking with other orbiting platforms. Moreover, the device employs a unique sort of aneutronic nuclear fusion, which is a fusion reaction that generates few to no neutrons as a byproduct. "The base thruster generates high-speed protons through the ionization of water vapor," noted the press release. Therefore, these protons collide with the nucleus of a boron atom, which starts the fusion reaction. The FireStar Drive begins a fusion process by adding boron into the thruster exhaust, resulting in high-energy particles that increase thrust.

RocketStar's current thruster is dubbed M1.5. Plans to test the FireStar Drive are now ongoing. The in-space technological demonstration will take place aboard D-Orbit's patented OTV ION Satellite Carrier. The SpaceX Transporter rideshare mission will likely launch the demo test in July and October 2024. Furthermore, the team plans to undertake ground tests this year, with more in-space demonstrations scheduled for February 2025. The FireStar Drive will undergo testing as a payload aboard Rogue Space System's Barry-2 spacecraft in the same month. The thruster M1.5 is already ready for delivery to clients.

Boom's XB-1 Supersonic Demonstrator Makes First Flight (aviationweek.com) 23

Boom Supersonic's first aircraft, the XB-1, completed its first flight today and met "all of its test objectives." From a report: This initial test only saw the aircraft 7,120 feet above sea level and fly at a top speed of 238 knots (274 mph) -- far from Mach 1, the speed of sound. The first flight of XB-1 took place at the Mojave Air & Space Port in California, in the same airspace where the X-1 broke the sound barrier, the X-15 conducted test flights for altitude and speed records, and the SR-71 Blackbird was also tested. According to Boom, the XB-1 will be testing, among other things:

Augmented reality vision system: Two nose-mounted cameras, digitally augmented with attitude and flight path indications, feed a high-resolution pilot display enabling excellent runway visibility. This system allows for improved aerodynamic efficiency without the weight and complexity of a movable nose.
Digitally-optimized aerodynamics: Engineers used computational fluid dynamics simulations to explore thousands of designs for XB-1. The result is an optimized design that combines safe and stable operation at takeoff and landing with efficiency at supersonic speeds.
Carbon fiber composites: XB-1 is almost entirely made from carbon fiber composite materials, enabling it to realize a sophisticated aerodynamic design in a strong, lightweight structure.
Supersonic intakes: XB-1's engine intakes slow supersonic air to subsonic speeds, efficiently converting kinetic energy into pressure energy and allowing conventional jet engines to power XB-1 from takeoff through supersonic flight. Another thing being tested by XB-1 is the construction of a safety culture.

With XB-1 now a flying test vehicle, there are many flights ahead before we get to Overture One's first flight, much less dramatically expanding access to supersonic flight. This work will require much engineering and a resilient safety culture. But the first flight of the first step was carried out by Boom Supersonic today, March 22, 2024.

In the shadow of a massive monument glorifying nuclear power, over 30 nations from around the world pledged to use the controversial energy source to help achieve a climate-neutral globe while providing countries with an added sense of strategic security. Associated Press: The idea of a Nuclear Energy Summit would have been unthinkable a dozen years ago after the 2011 Fukushima nuclear accident in Japan, but the tide has turned in recent years. A warming planet has made it necessary to phase out fossil fuels, while the war in Ukraine has laid bare Europe's dependence on Russian energy. "We have to do everything possible to facilitate the contribution of nuclear energy," said Rafael Grossi, the head of the International Atomic Energy Agency. "It is clear: Nuclear is there. It has an important role to play," he said.

In a solemn pledge, 34 nations, including the United States, China, France, Britain and Saudi Arabia, committed "to work to fully unlock the potential of nuclear energy by taking measures such as enabling conditions to support and competitively finance the lifetime extension of existing nuclear reactors, the construction of new nuclear power plants and the early deployment of advanced reactors." The statement adds: "We commit to support all countries, especially emerging nuclear ones, in their capacities and efforts to add nuclear energy to their energy mixes."

Apple has held preliminary talks with Baidu about using the Chinese company's generative AI technology in its devices in China, the latest example of the iPhone maker's efforts to widen its AI capabilities. From a report: The U.S. tech giant has been exploring using external partners to help accelerate its AI ambitions. It has held discussions with companies including Google and OpenAI about using their technology to power its mobile features. In China, Apple has been looking for a local generative AI model provider, mainly because China requires such models to be vetted by its cyberspace regulator before being launched to the public, people familiar with the matter said.

E-Waste Is Growing 5x Faster Than It Can Be Recycled, Says UN (theregister.com) 74

According to a United Nations report, humans are producing electronic waste almost five times faster than we're recycling it. "While e-waste recycling has benefits estimated to include $23 billion of monetized value from avoided greenhouse gas emissions and $28 billion of recovered materials like gold, copper, and iron, it also comes at a cost -- $10 billion associated with e-waste treatment and $78 billion of externalized costs to people and the environment," reports The Register. "Overall, this puts the net annual economic monetary cost of e-waste at $37 billion. And this is expected to reach $40 billion by 2030 if improvements in e-waste management and policies aren't made." From the report: The 2024 Global E-waste Monitor (GEM) [PDF] was prepared by the UN's International Telecommunication Union (ITU) and the UN Institute for Training and Research (UNITAR). The report reveals that annual generation of e-waste -- discarded devices with a plug or battery -- is growing at a rate of 2.6 million metric tons per year (a metric ton is equivalent to roughly 2,204.62 pounds -- all units in this story are metric) and is expected to reach 82 million tons by 2030, from 62 million tons in 2022. Those 62 million tons, the report suggests, would fill 1.55 million 40-ton trucks, which would roughly encircle the equator -- if you parked them end-to-end and paved the relevant oceans. And that's to say nothing of the economic consequences of taking so many trucks out of service and disrupting global shipping routes with an equatorial parking structure, so let's not.

Of the 62 million tons of e-waste generated globally in 2022, an estimated 13.8 million tons was documented, collected, and properly recycled. Another 16 million tons is said to have been recycled through undocumented channels in high and middle-income countries with developed waste management infrastructure. A further 18 million tons, it is estimated, was processed in low and middle-low income countries without developed e-waste management systems -- through which toxic chemicals get released. And the final 14 million tons are said to have been thrown away to end up mainly in landfills -- also not ideal.

The rate of e-waste creation and recycling varies by region. In Europe, per capita e-waste generation is 17.6 kg and recycling is 7.5 kg. In Oceania, it's 16.1 kg and 6.7 kg respectively. In the Americas, it's 14.1 kg and 4.2 kg. The annual average formal collection and recycling rate in Europe is 42.8 percent, compared to 41.4 percent in Oceania, 30 percent in the Americas, 11.8 percent in Asia, and 0.7 percent in Africa. The report calls for stronger formal e-waste management and for policy makers to make sure that initiatives to promote renewable energy don't end up undermining environmental concerns. It notes, for example, that e-waste from photovoltaic panels -- to generate solar power -- is expected to quadruple from 0.6 million tons in 2022 to 2.4 million tons in 2030.

Broadcom Is 'Holding the Sector To Ransom' With VMware License Changes, Claims CISPE (itpro.com) 110

couchslug shares a report from ITPro: A European cloud trade body has called for an investigation into Broadcom amid concerns over changes it has made to VMware licensing structures. The Cloud Infrastructure Service Providers in Europe (CISPE) consortium called on regulatory and legislative bodies across Europe to investigate the changes Broadcom has made to the VMware operating model, which it says will "decimate" the region's cloud infrastructure. "CISPE calls upon regulators, legislators and courts across Europe to swiftly scrutinize the actions of Broadcom in unilaterally canceling license terms for essential virtualization software," the trade body said in a statement. Since acquiring VMware in November 2023, Broadcom has embarked on a comprehensive overhaul of software licensing at the firm, which has drawn widespread criticism from customers. Broadcom stated it would continue to support customers under a perpetual licensing agreement for the period defined in the contract, but following this customers would need to exchange any remaining licenses for subscription-based products. This has left both cloud service vendors and customers in limbo, according to CISPE, without any solid information on how, when, or if they will be able to license VMware products essential for their operations from April 2024. Moreover, even if they are able to relicense the VMware software, a number of customers reported dramatic price hikes of as much as 12 times.

CISPE's characterisation of the move was far less charitable, arguing Broadcom is using VMware's market dominance, controlling almost 45% of the virtualization market, to charge exorbitant rents from cloud providers. Several CISPE members admitted that without the ability to license VMware products they will be unable to operate and will go bankrupt, with some stating that over 75% of their revenue depends on VMware virtualization tech. Members added that they often received termination notices late, if at all, with short notice periods that spanned just a few weeks. In addition, CISPE also complained about the decision to remove hundreds of products without any notice, and re-bundle the outstanding products under new prohibitive contract terms, despite there being no changes to the products themselves. Francisco Mingorance, secretary general of CISPE, said the changes will hurt both European customers and cloud service providers by increasing costs and reducing choice. At a time when our members are moving to support the requirements for switching and portability between cloud services outlined in the Data Act, Broadcom is holding the sector to ransom by leveraging VMware's dominance of the virtualization sector to enforce unfair license terms and extract unfair rents from European cloud customers," Mingorance said.

CISPE noted that for some cloud sector applications that require certifications by software or service providers, VMware products are the only viable option. As such, the association called for Broadcom to be recognized as a designated gatekeeper under the terms of the Digital Markets Act (DMA) that came into force on March 7, 2024. Mingorance argued Broadcom's moves will only further restrict an already limited set of options for cloud providers in Europe, warning that Broadcom has a dangerous degree of control over the region's digital ecosystems. "As well as inflicting financial damage on the European digital economy, these actions will decimate Europe's independent cloud infrastructure sector and further reduce the diversity of choice for customers," he explained. "Dominant software providers, in any sector from productivity software to virtualization, must not be allowed to wield life or death power over Europe's digital ecosystems."

Motorola's 2024 Moto G Power impresses with its soft-touch back and contoured edges at a $300 price point, despite an underwhelming camera and LCD panel. Except one thing: the bloatware. The Verge: Scroll through the app drawer and you'll see a handful of automatically downloaded "folders." They are not folders; they are apps. I first encountered them on last year's Moto G Stylus 5G, and I hate them very much. There are three main offenders -- Shopping, Entertainment, and GamesHub -- and each of these apps acts as a little hub. Icons for apps that you have legitimately downloaded will appear in the corresponding "folder." You'll also find tons of other suggested apps to download -- pages and pages of them! Apps as far as the eye can see!

Dismissing the suggested apps section replaces it with a "Discover" section. In the shopping app, it invites you to "Unlock the power of shopping" with links to buy stuff like kitschy Easter decor from TJ Maxx. Mercifully, there's a toggle to hide this section. These apps are all made by a company called Swish, and you can't opt out of downloading any of them during the setup process. You can (and should!) opt out of downloading a third-party lock screen from a different service called Glance. The more I dig into the software on this phone, the more I hate it. The preinstalled weather app is festooned with ads and even more suggested apps, plus pithy insights like "Gotta love air conditioning at these high levels of humidity." If you tap the option to remove ads, a pop-up asks you to pay $4 for 1Weather Pro.

Universities Have a Computer-Science Problem (msn.com) 112

theodp writes: "Last year," Ian Bogost writes in Universities Have a Computer-Science Problem, "18 percent of Stanford University seniors graduated with a degree in computer science, more than double the proportion of just a decade earlier. Over the same period at MIT, that rate went up from 23 percent to 42 percent. These increases are common everywhere: The average number of undergraduate CS majors at universities in the U.S. and Canada tripled in the decade after 2005, and it keeps growing. Students' interest in CS is intellectual -- culture moves through computation these days -- but it is also professional. Young people hope to access the wealth, power, and influence of the technology sector. That ambition has created both enormous administrative strain and a competition for prestige."

"Another approach has gained in popularity," Bogost notes. "Universities are consolidating the formal study of CS into a new administrative structure: the college of computing. [...] When they elevate computing to the status of a college, with departments and a budget, they are declaring it a higher-order domain of knowledge and practice, akin to law or engineering. That decision will inform a fundamental question: whether computing ought to be seen as a superfield that lords over all others, or just a servant of other domains, subordinated to their interests and control. This is, by no happenstance, also the basic question about computing in our society writ large."

Bogost concludes: "I used to think computing education might be stuck in a nesting-doll version of the engineer's fallacy, in which CS departments have been asked to train more software engineers without considering whether more software engineers are really what the world needs. Now I worry that they have a bigger problem to address: how to make computer people care about everything else as much as they care about computers.

The Ministry of Electronics and IT on Wednesday wrote in a gazette notification that it is amending the IT Rules 2021 to cement into law the proposal to make the fact checking unit of Press Information Bureau the dedicated arbiter of truth for New Delhi matters. Tech companies as well as other firms that serve more than 5 million users in India will be required to "make reasonable efforts" to not display, store, transmit or otherwise share information that deceives or misleads users about matters pertaining to the government, the IT ministry said. India's move comes just weeks ahead of the general elections in the country. Relying on a government agency such as the Press Information Bureau as the sole source to fact-check government business without giving it a clear definition or providing clear checks and balances "may lead to misuse during implementation of the law, which will profoundly infringe on press freedom," Asia Internet Coalition, an industry group that represents Meta, Amazon, Google and Apple, cautioned last year.

Meanwhile, comedian Kunal Kamra, with support from the Editors Guild of India, cautioned that the move could create an environment that forces social media firms to welcome "a regime of self-interested censorship."

Intel Awarded Up To $8.5 Billion in CHIPS Act Grants, With Billions More in Loans Available 29

The White House said Wednesday Intel has been awarded up to $8.5 billion in CHIPS Act funding, as the Biden administration ramps up its effort to bring semiconductor manufacturing to U.S. soil. From a report: Intel could receive an additional $11 billion in loans from the CHIPS and Science Act, which was passed in 2022. The awards will be announced by President Joe Biden in Arizona on Wednesday. The money will help "leading-edge semiconductors made in the United States" keep "America in the driver's seat of innovation," U.S. Secretary of Commerce Gina Raimondo said on a call with reporters. Intel and the White House said their agreement is nonbinding and preliminary and could change.

Intel has long been a stalwart of the U.S. semiconductor industry, developing chips that power many of the world's PCs and data center servers. However, the company has been eclipsed in revenue by Nvidia, which leads in artificial intelligence chips, and has been surpassed in market cap by rival AMD and mobile phone chipmaker Qualcomm.

According to new data from the National Oceanic and Atmospheric Administration (NOAA), the world's oceans have hit a new temperature record every day since mid-March last year, fueling concerns for marine life and extreme weather across the planet. From a report: Global average ocean temperatures in 2023 were 0.25 degrees Celsius warmer than the previous year, said Gregory C. Johnson, a NOAA oceanographer. That rise is "is equivalent to about two decades' worth of warming in a single year," he told CNN. "So it is quite large, quite significant, and a bit surprising." Scientists have said ocean heat is being supercharged by human-caused global warming, boosted by El Nino, a natural climate pattern marked by higher-than-average ocean temperatures. The main consequences are on marine life and global weather. Global ocean warmth can add more power to hurricanes and other extreme weather events, including scorching heat waves and intense rainfall. [...]

"At times, the records (in the North Atlantic) have been broken by margins that are virtually statistically impossible," Brian McNoldy, a senior research associate at the University of Miami Rosenstiel School told CNN. If very high ocean temperatures continue into the second half of 2024 and a La Nina event develops -- El Nino's counterpart that tends to amplify Atlantic hurricane season -- "this would increase the risk of a very active hurricane season," Hirschi said. About 90% of the world's excess heat produced by burning planet-heating fossil fuels is stored in the oceans. "Measuring ocean warming allows us to track the status and evolution of planetary warming," Schuckmann told CNN. "The ocean is the sentinel for global warming."

Nvidia Reveals Blackwell B200 GPU, the 'World's Most Powerful Chip' For AI (theverge.com) 65

Sean Hollister reports via The Verge: Nvidia's must-have H100 AI chip made it a multitrillion-dollar company, one that may be worth more than Alphabet and Amazon, and competitors have been fighting to catch up. But perhaps Nvidia is about to extend its lead -- with the new Blackwell B200 GPU and GB200 "superchip." Nvidia says the new B200 GPU offers up to 20 petaflops of FP4 horsepower from its 208 billion transistors and that a GB200 that combines two of those GPUs with a single Grace CPU can offer 30 times the performance for LLM inference workloads while also potentially being substantially more efficient. It "reduces cost and energy consumption by up to 25x" over an H100, says Nvidia.

Training a 1.8 trillion parameter model would have previously taken 8,000 Hopper GPUs and 15 megawatts of power, Nvidia claims. Today, Nvidia's CEO says 2,000 Blackwell GPUs can do it while consuming just four megawatts. On a GPT-3 LLM benchmark with 175 billion parameters, Nvidia says the GB200 has a somewhat more modest seven times the performance of an H100, and Nvidia says it offers 4x the training speed. Nvidia told journalists one of the key improvements is a second-gen transformer engine that doubles the compute, bandwidth, and model size by using four bits for each neuron instead of eight (thus, the 20 petaflops of FP4 I mentioned earlier). A second key difference only comes when you link up huge numbers of these GPUs: a next-gen NVLink switch that lets 576 GPUs talk to each other, with 1.8 terabytes per second of bidirectional bandwidth. That required Nvidia to build an entire new network switch chip, one with 50 billion transistors and some of its own onboard compute: 3.6 teraflops of FP8, says Nvidia.
