IBM and Google are giving $150 million for quantum-computing research at the University of Chicago and the University of Tokyo as the U.S. and Japan try to stay ahead of a fast-rising China. From a report: Quantum computers are a hot area of research because they could help solve problems that classical computers alone can't, such as modeling how a drug molecule interacts with the body's proteins or how batteries work at an atomic scale. China has invested heavily in quantum computing, which also has possible military applications in cryptology and materials for weapons. U.S. researchers said Chinese laboratories have shown progress recently -- often touted in state media -- and are competitive in some areas. However, quantum-computing specialists say more basic study is needed before anyone can be sure the technology delivers real-world benefits.

The U.S.-Japan partnership is an example of how scientific research with implications for security and economic growth is increasingly split between China and a U.S.-led camp that includes allies such as Japan and Western European nations. "We have to count on our allies more for primary research," said Rahm Emanuel, the U.S. ambassador to Japan. Until recently, he said, the U.S. was too lax in allowing Chinese students to work at American universities in advanced scientific fields. "We were funding them. We were not only funding them, we were training them, educating them to come back and compete against us," he said.

Could Marine Energy Be the Final Frontier for Renewable Power? (cnet.com) 175

CNET explores the potential of "marine energy," starting with "an ambitious endeavor nearing completion off the coast of Oregon, where 7 miles of conduit were laid under the floor of the Pacific Ocean using pioneering horizontal drilling techniques." Soon, thick cables will be run through that conduit to connect the mainland to PacWave, an offshore experimental testbed built to develop and demonstrate new technology that converts the power of waves into onshore electricity. Once fully operational (as soon as 2025), PacWave could generate up to 20 megawatts, enough to power a few thousand homes.

"I get really excited about wave energy because the resource is so large," Levi Kilcher, a senior scientist with the National Renewable Energy Laboratory, told me. Kilcher is a lead author on the 2021 National Renewable Energy Laboratory (NREL) report that compiled available data on marine energy sources in the US, including waves, tides and ocean currents. The team found that the total energy potential is equal to more than half (57%) of the electricity generated in the U.S. in a single year...

Waves are just one potential source of marine energy that scientists and officials are investigating. Andrea Copping, a senior researcher at the Pacific Northwest National Laboratory, says there's renewed interest in another form of marine energy: ocean thermal energy conversion, or OTEC, which involves bringing up colder water from deeper parts of the ocean. This chilly flow then goes through a heat exchange process with warmer surface water, similar to the way home heat pumps exchange hot and cold air. That process drives a turbine to generate electricity... A small OTEC plant has been functioning in Hawaii for years. Copping believes new commitments from the U.S. government hold promise for the future of the technology, which has also seen significant interest in Japan and other surrounding nations.

It's possible that concern over climate change could unlock new sources of funding for OTEC... There's also the added bonus that the cold water pipes can double as a form of air conditioning in the tropical locales where OTEC works best.

Toyota Japan Exposed Data on Millions of Vehicles For a Decade (techcrunch.com) 15

Toyota Japan has apologized after admitting to leaving millions of customers' vehicle details on the public internet for a decade. From a report: The car maker said in a notice that it will notify about 2.15 million customers whose personal and vehicle information were left exposed to the internet after a "cloud misconfiguration" was discovered recently in April. Toyota said that the exposed data includes: registered email addresses; vehicle-unique chassis and navigation terminal numbers; the location of vehicles and what time they were there; and videos from the vehicle's "drive recorder" which records footage from the car. Toyota said the data spilling from its Connected Cloud (TC) was initially exposed in November 2013, but pertains only to vehicles in Japan, according to the company. The company's connected service provides Toyota customers with information about their vehicle, provides in-car entertainment services, and helps to notify authorities in the event of an accident or breakdown.

Bill Gates Visits Planned Site of 'Most Advanced Nuclear Facility in the World' (gatesnotes.com) 204

Friday Bill Gates visited Kemmerer, Wyoming (population: 2,656) — where a coal plant was shutting down after 50 years. But Gates was there "to celebrate the latest step in a project that's been more than 15 years in the making: designing and building a next-generation nuclear power plant..."

The new plant will employ "between 200 and 250 people," Gates writes in a blog post, "and those with experience in the coal plant will be able to do many of the jobs — such as operating a turbine and maintaining connections to the power grid — without much retraining." It's called the Natrium plant, and it was designed by TerraPower, a company I started in 2008. When it opens (potentially in 2030), it will be the most advanced nuclear facility in the world, and it will be much safer and produce far less waste than conventional reactors.

All of this matters because the world needs to make a big bet on nuclear. As I wrote in my book How to Avoid a Climate Disaster , we need nuclear power if we're going to meet the world's growing need for energy while also eliminating carbon emissions. None of the other clean sources are as reliable, and none of the other reliable sources are as clean...

Another thing that sets TerraPower apart is its digital design process. Using supercomputers, they've digitally tested the Natrium design countless times, simulating every imaginable disaster, and it keeps holding up. TerraPower's sophisticated work has drawn interest from around the globe, including an agreement to collaborate on nuclear power technology in Japan and investments from the South Korean conglomerate SK and the multinational steel company ArcelorMittal...

Dished Up By 3D Printers, a New Kind of Fish To Fry (reuters.com) 31

Forget your hook, line and sinker. An Israeli foodtech company says it has 3D printed the first ever ready-to-cook fish fillet using animal cells cultivated and grown in a laboratory. From a report: Lab-grown beef and chicken have drawn attention as a way to sidestep the environmental toll of farming and tackle concerns over animal welfare, but few companies have forayed into seafood. Israel's Steakholder Foods has now partnered with Singapore-based Umami Meats to make fish fillets without the need to stalk dwindling fish populations. Umami Meats extracts cells - for now from grouper - and grows them into muscle and fat. Steakholder Foods then adds them to a 'bio-ink' suited for special 3D printers. The outcome: a narrow fillet that mimics the properties of sea-caught fish.

Umami hopes to bring its first products to market next year, starting in Singapore and then, pending regulation, countries like the United States and Japan. Cell cultivation alone is still too expensive to match the cost of traditional seafood, so for now the fish cells are diluted with plant-based ingredients in the bio-ink. "As time goes by, the complexity and level of these products will be higher, and the prices linked to producing them will decrease," said Arik Kaufman, the chief executive of Steakholder Foods.

China's AI Industry Barely Slowed By US Chip Export Rules (reuters.com) 24

Export controls imposed by the U.S. on microchips, aiming to hinder China's technological advancements, have had minimal effects on the country's tech sector. While the restrictions have slowed down variants of Nvidia's chips for the Chinese market, it has not halted China's progress in areas like AI, as the reduced performance is still an improvement for Chinese firms, and researchers are finding ways to overcome the limitations. Reuters reports: Nvidia has created variants of its chips for the Chinese market that are slowed down to meet U.S. rules. Industry experts told Reuters the newest one - the Nvidia H800, announced in March - will likely take 10% to 30% longer to carry out some AI tasks and could double some costs compared with Nvidia's fastest U.S. chips. Even the slowed Nvidia chips represent an improvement for Chinese firms. Tencent Holdings, one of China's largest tech companies, in April estimated that systems using Nvidia's H800 will cut the time it takes to train its largest AI system by more than half, from 11 days to four days. "The AI companies that we talk to seem to see the handicap as relatively small and manageable," said Charlie Chai, a Shanghai-based analyst with 86Research.

Part of the U.S. strategy in setting the rules was to avoid such a shock that the Chinese would ditch U.S. chips altogether and redouble their own chip-development efforts. "They had to draw the line somewhere, and wherever they drew it, they were going to run into the challenge of how to not be immediately disruptive, but how to also over time degrade China's capability," said one chip industry executive who requested anonymity to talk about private discussions with regulators. The export restrictions have two parts. The first puts a ceiling on a chip's ability to calculate extremely precise numbers, a measure designed to limit supercomputers that can be used in military research. Chip industry sources said that was an effective action. But calculating extremely precise numbers is less relevant in AI work like large language models where the amount of data the chip can chew through is more important. [...] The second U.S. limit is on chip-to-chip transfer speeds, which does affect AI. The models behind technologies such as ChatGPT are too large to fit onto a single chip. Instead, they must be spread over many chips - often thousands at a time -- which all need to communicate with one another.

Nvidia has not disclosed the China-only H800 chip's performance details, but a specification sheet seen by Reuters shows a chip-to-chip speed of 400 gigabytes per second, less than half the peak speed of 900 gigabytes per second for Nvidia's flagship H100 chip available outside China. Some in the AI industry believe that is still plenty of speed. Naveen Rao, chief executive of a startup called MosaicML that specializes in helping AI models to run better on limited hardware, estimated a 10-30% system slowdown. "There are ways to get around all this algorithmically," he said. "I don't see this being a boundary for a very long time -- like 10 years." Moreover, AI researchers are trying to slim down the massive systems they have built to cut the cost of training products similar to ChatGPT and other processes. Those will require fewer chips, reducing chip-to-chip communications and lessening the impact of the U.S. speed limits.

TSMC To Charge Up To 30% More For Chips Made In the US (tomshardware.com) 39

According to DigiTimes, TSMC will charge an extra 30% more for chips made in American than for chips made in Taiwan. Tom's Hardware reports: TSMC has started discussions with customers about orders and pricing for both overseas plants, which are set to begin commercial production in late 2024. Industry insiders believe that prices of chips produced on TSMC's N4 and N5 process technologies in the U.S. will be 20% -- 30% higher than those in Taiwan, while older process chips produced in Japan's Kumamoto facility on N28/N22 as well as N16/N12 nodes may cost 10% - 15% more than similar chips fabbed in Taiwan.

While American chip designers certainly won't appreciate higher costs on chip production in the U.S., it is likely that they will make chips aimed at government and less price-sensitive applications in Arizona. Therefore, they should be able to pass those extra costs on to their customers without risking their competitive positions. Given the high construction and operational costs of fabs in Japan and the U.S., TSMC is going to pass those extra expenses on to customers to maintain its gross margin target of 53%.

Stripe, a Longtime Partner of Lyft, Signs a Big Deal With Uber (techcrunch.com) 5

An anonymous reader quotes a report from TechCrunch: Growth at $50 billion fintech Stripe has been slowing this year, but one of its key strategies to reverse that course got a decent push today: Stripe is announcing that it has inked a "strategic payments partnership" with Uber. The pair will work together initially on selected services in eight of Uber's biggest markets, including the U.S., the U.K., Canada, Mexico, Australia and Japan. Some context on this deal: Uber's big U.S. rival Lyft has been a longtime marquee customer of Stripe's for payments, and whether or not it was true, that was one reason some assumed Uber and Stripe would not work together. Uber is, however, a much bigger beast, at close to $100 billion transacted annually (Stripe processed $817 billion last year). And Uber is not just a force globally but in the U.S. specifically, where one estimate from YipIt (via WSJ) puts Uber's rideshare market share currently at a whopping 74%.

Lyft will remain a customer of Stripe's, Stripe president Will Gaybrick confirmed to TechCrunch. Financial terms of the deal are not being disclosed, but as with the rest of Stripe's payments business, a big component will come from commissions that Stripe will make from each transaction that it powers on Uber's platform. The Uber partnership, expected to be announced formally later today at Stripe's user conference, comes on the heels of recent enterprise deals Stripe has inked with Amazon, Microsoft and BMW. But this partnership -- for now at least -- is not a global adoption of all that Stripe has to offer. Uber will be using Stripe to break into a specific, new payments frontier. Specifically, it will integrate Stripe Financial Connections and Link to let users import banking details to pay for services like Uber Rides and Eats directly from bank accounts, giving users a payments alternative to credit or debit cards.

Tokyo Has 20x As Much Wi-Fi As It Needs (theregister.com) 39

An anonymous reader quotes a report from The Register: Tokyo has five million Wi-Fi access points -- and that's 20 times what the city needs, because they're reserved for private use, according to NTT. The Japanese tech giant proposes sharing the fleet to cope with increased demand for wireless comms without adding more hardware. NTT says it's successfully tested network sharing with a scheme that starts by asking operators of Wi-Fi access points or other connections if they're open to sharing their bandwidth and allowing random netizens to connect. In return they get a share of revenue from those connections.

Under the scheme, netizens search for available networks and, as they connect, a contract would be executed allowing a link to be made. That contract would use Ethereum Proof of Authority to verify identities and initiate the back-end billing arrangements before allowing signed-up users and devices to join private networks. The operator of the Wi-Fi access point gets paid, the punter gets a connection, and everything's on a blockchain so the results can be read for eternity. [...] If this all scales, NTT estimates Tokyo won't need to add any more Wi-Fi access points or private 5G cells, even as demand for connectivity increases. The company also suggests it can enable networks to scale without requiring commensurate increases in energy consumption, and that spectrum will also be freed for other uses.

AT&T Helps Complete the First 'Space-Based Voice Call' Using a Standard Smartphone (engadget.com) 34

Satellite manufacturer AST SpaceMobile partnered with AT&T to make the first two-way audio call using satellites with a standard smartphone. "The initial call was placed using AT&T's networks in Midland, Texas, to mobile carrier Ratuken in Japan on an unmodified Samsung Galaxy S22 smartphone using AST SpaceMobile's BlueWalker 3 satellite," reports Engadget. AST SpaceMobile claims to be building "the first and only space-based cellular broadband network." From the report: AT&T aims to use satellites to provide global cellular broadband from 2G to 5G. "Achieving what many once considered impossible, we have reached the most significant milestone to date in our quest to deliver global cellular broadband from space," Abel Avellan, CEO and chairman of AST SpaceMobile, said in a release. "While we take a moment to celebrate this tremendous accomplishment, we remain focused on the path ahead and pivotal next steps that get us closer to our goal of transforming the way the world connects."

It's unclear whether satellite access would come at an extra cost. In AT&T's original AST SpaceMobile partnership announcement, the company couldn't say whether existing plans would include satellite coverage. [...] While satellite offerings aren't available for consumers yet, this successful test brings widespread access one step closer to becoming a reality.

Japanese startup ispace assumed failure in its attempt to make the first private moon landing on Tuesday as engineers struggled to regain contact with the company's Hakuto-R Mission 1 (M1) lander long after it was due for a lunar touchdown. From a report: "We lost the communication, so we have to assume that we could not complete the landing on the lunar surface," ispace CEO Takeshi Hakamada said on a company live stream, as mission control engineers in Tokyo continued to try regaining contact with the lander. The M1 lander appeared set to touch down around 12:40 p.m. Eastern time (1640 GMT Tuesday) after coming as close as 295 feet from the lunar surface, a live animation of the lander's telemtry showed.

Google and other tech giants have called on the Australian government to relax copyright laws to allow artificial intelligence to mine websites for information across the internet. From a report: In a submission to the government's review of copyright enforcement published this week, Google argued the government needs to consider whether copyright law has "the necessary flexibilities" to support the development of AI. The company has called for the introduction of a fair dealing exception for text and data mining for AI.

"The lack of such copyright flexibilities means that investment in and development of AI and machine-learning technologies is happening and will continue to happen overseas," Google said. "AI-powered products and services are being created in other countries with more innovation-focused copyright frameworks, such as the US, Singapore and Japan, and then exported to Australia for use by Australian consumers and businesses. Without these discrete exceptions, Australia risks only ever being an importer of certain kinds of technologies."

GlobalFoundries Sues IBM, Says Trade Secrets Were Unlawfully Given To Japan's Rapidus (reuters.com) 4

Chip manufacturer GlobalFoundries said today it had filed a lawsuit against IBM, accusing it of unlawfully sharing confidential intellectual property and trade secrets. From a report: New York-based GlobalFoundries said in its complaint that IBM had shared IP and trade secrets with Rapidus, a new state-backed Japanese consortium that IBM is working with to develop and produce cutting-edge two-nanometre chips. It also asserted that IBM had unlawfully disclosed and misused its IP with Intel, noting that IBM had announced in 2021 it would collaborate with Intel on next-generation chip technology. "IBM is unjustly receiving potentially hundreds of millions of dollars in licensing income and other benefits," GlobalFoundries said in a statement. IBM pushed back in an emailed statement to Reuters saying: "GlobalFoundries filed this meritless lawsuit after a court rejected the company's attempt to dismiss IBM's legitimate fraud and breach of contract claims. Their allegations are entirely baseless, and we are confident that the court will agree."

Cybersecurity Nightmare in Japan Is Everyone Else's Problem Too (bloomberg.com) 23

An anonymous reader shares a report: Kojima is a small company and little-known outside Japan, where it produces cup holders, USB sockets and door pockets for car interiors. But its modest role in the automotive supply chain is a critical one. And when the company was hacked in February 2022, it brought Toyota Motor's entire production line to a screeching stop. The world's top-selling carmaker had to halt 14 factories at a cost of about $375 million, based on a rough calculation of its sales and output data. Even after the initial crisis was over, it took months for Kojima to get operations close to their old routines.

The company is just one name on Japan's long list of recent cyber victims. Ransomware attacks alone soared 58% last year compared to a year earlier, according to the National Police Agency, and hacking incidents have exposed shortcomings ranging from slow incident response times to a lack of transparency. In a nation that exported chip components worth $42.3 billion last year -- dominating the supply of some materials -- supply chain issues can have global implications. [...] But while Japan has its own particular problems with hackers, many of its vulnerabilities are shared by the US and other technologically strong nations. From the Colonial Pipeline attack in the US to the Australian telecoms hack that exposed 10 million users' personal data, wealthy countries have been repeatedly caught underestimating the harsh realities of cybercrime.

Japan is using OpenAI's ChatGPT to try and make its often opaque and complex government regulations easier to understand. From a report: The Ministry of Agriculture, Forestry and Fisheries is now trying out the chatbot to simplify official documents and make them more accessible, Minister Tetsuro Nomura said. It's the first time that a branch of Japan's central government has publicly said it is testing out OpenAI's artificial intelligence. "We are not doing anything big with this," Nomura told reporters during a regular news conference Tuesday, adding that the chatbot would handle only publicly available information. "There is always the danger of classified information leaking."

China the Largest Buyer of Chipmaking Machines As Sales Hit An All-Time High (theregister.com) 18

Global sales of semiconductor fab equipment grew by 5 percent during 2022 to hit an all-time high, with China the largest buyer despite a fall in its investment amid the standoff with the US over access to chips and other technology. The Register reports: The figures come from SEMI, the industry body for electronics manufacturing and supply chain, in a new Worldwide Semiconductor Equipment Market Statistics (WWSEMS) report. According to the report, sales of chipmaking kit hit $107.6 billion last year, up from $102.6 billion in 2021, as semiconductor companies invested to add more capacity, despite the downturn that took hold in the latter half of last year as inflation gripped many economies.

"The record high for semiconductor manufacturing equipment sales in 2022 stems from the industry's drive to add the fab capacity required to support long-term growth and innovations in key end markets including high-performance computing and automotive," claimed SEMI president and CEO Ajit Manocha. These results also reflect a desire by chipmakers in multiple regions to avoid any repetition of the supply chain issues that surfaced during the pandemic, he added. Many companies cut investment then, in response to falling orders, leading to shortages when demand picked up again.

China remained the largest market for semiconductor equipment despite seeing a 5 percent slowdown in investments compared with the previous year, according to SEMI. This drop is likely caused by US moves to curtail China's ability to make advanced chips, which has now extended beyond American companies such as Applied Materials to include others such as Dutch photolithography giant ASML, as Washington has browbeaten allied nations including the Netherlands and Japan to join its sanctions.

Scientists Film Deepest Ever Fish on Seabed Off Japan (cnn.com) 18

Cruising at a depth of 8,336 meters (over 27,000 feet) just above the seabed, a young snailfish has become the deepest fish ever filmed by scientists during a probe into the abyss of the northern Pacific Ocean. From a report: Scientists from University of Western Australia and Tokyo University of Marine Science and Technology released footage of the snailfish on Sunday filmed last September by sea robots in deep trenches off Japan. Along with the filming the deepest snailfish, the scientists physically caught two other specimens at 8,022 meters and set another record for the deepest catch. Previously, the deepest snailfish ever spotted was at 7,703 meters in 2008, while scientists had never been able to collect fish from anywhere below 8,000 meters. "What is significant is that it shows how far a particular type of fish will descend in the ocean," said marine biologist Alan Jamieson, founder of the Minderoo-UWA Deep Sea Research Centre, who led the expedition. Scientists are filming in the trenches off Japan as part of a 10-year study into the deepest fish populations in the world. Snailfish are members of Liparidae family, and while most snailfish live in shallow water, others survive at some of the greatest depths ever recorded, Jamieson said.

Japan said on Friday it will restrict exports of 23 types of semiconductor manufacturing equipment, aligning its technology trade controls with a U.S. push to curb China's ability to make advanced chips. From a report: Japan, home to major chip equipment makers such as Nikon and Tokyo Electron, did not specify China as the target of the restrictions, saying manufacturers would need to seek export permission for all regions. "We are fulfilling our responsibility as a technological nation to contribute to international peace and stability," Minister for Economy, Trade and Industry Yasutoshi Nishimura told a news conference. Japan wants to stop its advanced technology being used for military purposes and does not have a specific country in mind, he said. But the decision, coming ahead of a weekend visit to Beijing by Japanese Minister for Foreign Affairs Yoshimasa Hayashi, will be seen as a major win for the U.S., which in October announced sweeping restrictions on access to chipmaking technology to slow China's technological and military advances.
