China Is Planning To Restrict and Scrutinise the Use of Wireless Filesharing Services (theguardian.com) 17

Longtime Slashdot reader mspohr shares a report from The Guardian: China is planning to restrict and scrutinize the use of wireless filesharing services between mobile devices, such as airdrop and Bluetooth, after they were used by protesters to evade censorship and spread protest messages. The Cyberspace Administration of China, the country's top internet regulator, has released draft regulations on "close-range mesh network services" and launched a month-long public consultation on Tuesday.

Under the proposed rules, service providers would have to prevent the dissemination of harmful and illegal information, save relevant records and report their discovery to regulators. Service providers would also have to provide data and technical assistance to the relevant authorities, including internet regulators and the police, when they conduct inspections. Users must also register with their real names. In addition, features and technologies that have the capability to mobilize public opinion must undergo a security assessment before they could be introduced.

Apple, in particular, came under the spotlight after some Chinese protesters used airdrop in 2022 to bypass surveillance and circulate messages critical of the regime by sending them to strangers on public transport. The tool was a relatively untraceable method for sharing files in China, where most social media and messaging platforms are tightly monitored. Shortly later, Apple limited the use of airdrop on iPhones in China, allowing Chinese users to receive files from non-contacts for only ten minutes at a time. The proposed rules will take control of similar functions up a notch, requiring the receiving of files and preview of thumbnails to be disabled by default.

Congress To Consider Two New Bills On AI (reuters.com) 13

An anonymous reader quotes a report from Reuters: U.S. senators on Thursday introduced two separate bipartisan artificial intelligence bills on Thursday amid growing interest in addressing issues surrounding the technology. One would require the U.S. government to be transparent when using AI to interact with people and another would establish an office to determine if the United States is remaining competitive in the latest technologies. Senators Gary Peters, a Democrat who chairs the Homeland Security committee, introduced a bill along with Senators Mike Braun and James Lankford, both Republicans, which would require U.S. government agencies to tell people when the agency is using AI to interact with them. The bill also requires agencies to create a way for people to appeal any decisions made by AI.

"The federal government needs to be proactive and transparent with AI utilization and ensure that decisions aren't being made without humans in the driver's seat," said Braun in a statement. Senators Michael Bennet and Mark Warner, both Democrats, introduced a measure along with Republican Senator Todd Young that would establish an Office of Global Competition Analysis that would seek to ensure that the United States stayed in the front of the pack in developing artificial intelligence. "We cannot afford to lose our competitive edge in strategic technologies like semiconductors, quantum computing, and artificial intelligence to competitors like China," Bennet said.

Earlier this week, Senate Majority Leader Chuck Schumer said he had scheduled three briefings for senators on artificial intelligence, including the first classified briefing on the topic so lawmakers can be educated on the issue. The briefings include a general overview on AI, examining how to achieve American leadership on AI and a classified session on defense and intelligence issues and implications.

North America Is Now the Growth Leader For New Battery Factories (electrek.co) 74

North America has emerged as the fastest-growing market for new battery cell manufacturing factories, driven by incentives provided by the Biden administration's Inflation Reduction Act (IRA), according to a report by Clean Energy Associates. Electrek reports: CEA says that China is still the leading battery cell manufacturing hub, but its share will decline in "coming years." Europe has seen delays and cancellations of several planned battery factories, mostly due to high energy prices and other countries' pro-clean energy and EV manufacturing policies luring projects away. Global EV battery usage increased by 72% in just a year, from 2021 to 2022. And going forward, CEA forecasts an impressive two-year 186% growth rate on the 1,706 GWh of batteries produced in 2022.

The reason is obvious for the rapid increase in battery factories: The International Energy Agency's "Global EV Outlook 2023" reports that EV sales exceeded 10 million in 2022, and 14% of all new cars sold were electric in 2022 -- up from around 9% in 2021 and less than 5% in 2020. And battery and EV manufacturing are only going to continue to experience huge growth.

Russia Says US Hacked Thousands of iPhones in iOS Zero-Click Attacks (bleepingcomputer.com) 66

Russian cybersecurity firm Kaspersky says some iPhones on its network were hacked using an iOS vulnerability that installed malware via iMessage zero-click exploits. From a report: The delivery of the message exploits a vulnerability that leads to code execution without requiring any user interaction, leading to the download of additional malicious from the attackers' server. Subsequently, the message and attachment are wiped from the device. At the same time, the payload stays behind, running with root privileges to collect system and user information and execute commands sent by the attackers.

Kaspersky says the campaign started in 2019 and reports the attacks are still ongoing. The cybersecurity firm has named the campaign "Operation Triangulation" and is inviting anyone who knows more about it to share information. [...] In a statement coinciding with Kaspersky's report, Russia's FSB intelligence and security agency claims that Apple deliberately provided the NSA with a backdoor it can use to infect iPhones in the country with spyware. The FSB alleges that it has discovered malware infections on thousands of Apple iPhones belonging to officials within the Russian government and staff from the embassies of Israel, China, and several NATO member nations in Russia. Despite the seriousness of the allegations, the FSB has provided no proof of its claims.

China Begins Drilling a 10-Kilometer-Deep Hole In Earth's Crust 118

China has begun digging a 10-kilometer-deep hole in the Earth's crust in the Tarim Basin, Xinjiang province, as part of its exploration of the planet's interior. From a report: The team will dig deep into the Earth, penetrating more than 10 continental strata, which can be used to reconstruct the history of the Earth's continents, including the evolution of landscapes, climate change, and the distribution of life. Continental strata are layers of rock, which are an important resource for understanding the history of the Earth. They can be used to identify and date past events, such as volcanic eruptions, earthquakes, and climate change. They can also be used to identify and study ancient life forms.

"Drilling a borehole over 10,000 meters deep is a bold attempt to explore the unknown territory of the Earth and expand the boundaries of human understanding," Wang Chunsheng, a technical expert who joined the operation, told China's Xinhua news agency. The borehole will penetrate a depth of 11,100 meters and is located in the hinterland of the Taklimakan Desert, the largest desert in China, which in itself is a challenging environment to work in. While the digging has begun, China has not yet given a full explanation or the reason behind the dig.

The deepest man-made hole on Earth is the Kola Superdeep Borehole in the Kola Peninsula of Russia, which was drilled between 1970 and 1992. The hole touched a depth of 12,262 meters and was aimed at studying the Earth's crust and mantle. However, the team experience several challenges during the project including high temperatures of up to 180 degrees Celsius at the bottoms of the hole, the constant breaking and changing of the drill bit and the strength of the rocks at the depth.

China Launches Shenzhou-16 Mission To Chinese Space Station (reuters.com) 14

China sent three astronauts to its now fully operational space station as part of crew rotation on Tuesday in the fifth manned mission to the Chinese space outpost since 2021, state media reported. From a report: The spacecraft, Shenzhou-16, or "Divine Vessel," and its three passengers lifted off atop a Long March-2F rocket from the Jiuquan Satellite Launch Centre in the Gobi Desert in northwest China at 9:31 a.m. The astronauts on Shenzhou-16 will replace the three-member crew of the Shenzhou-15, who arrived at the space station late in November. The station, comprising three modules, was completed at the end of last year after 11 crewed and uncrewed missions since April 2021, beginning with the launch of the first and biggest module -- the station's main living quarters. China has already announced plans to expand its permanently inhabited space outpost, with the next module slated to dock with the current T-shaped space station to create a cross-shaped structure.

Canon Develops Quantum Dot OLED Materials Without Rare Metals (nikkei.com) 36

Canon has developed a material for organic light-emitting diode (OLED) panels that does not use rare metals, Nikkei reported. From the report: This move comes as the Japanese company aims to reduce its dependence on major rare metal producers such as those in China. Canon plans to commercialize the technology within a few years, paving the way for securing stable production without being affected by geopolitical risks. The new material is quantum dots (QD), tiny semiconductor particles with a diameter of 1 nanometer. When irradiated with light or injected with an electric current, the particles emit vivid colors.

Other quantum dots are already used for high-end OLED televisions. Samsung Electronics mass-produces quantum dots, but it uses the compound indium phosphide. Indium is a rare metal produced in extremely small quantities, with China being the major source. Canon's new material uses lead, which is easily procured from recycled raw materials in "urban mines." Canon aims to commercialize the material in the mid-2020s by establishing technology for mass production. Canon uses lead in some of its compounds as a substitute for indium. Lead usually leads to results that are less durable than with indium, but by leveraging its expertise in compounding materials such as toner and ink for office equipment, the company has devised a compound that is as durable as indium.

After Being Wrongfully Accused of Spying for China, Professor Wins Appeal To Sue the Government 89

Xiaoxing Xi, a Temple University professor who was falsely accused of spying for China, will be able to bring a lawsuit against the Federal Bureau of Investigation. From a report: A judge at a federal appeals court ruled in favor of Xi on Wednesday, allowing the physicist to move forward with his case against the U.S. government for wrongful prosecution and violating his family's constitutional rights by engaging in unlawful search, seizure and surveillance. The decision comes after FBI agents swarmed Xi's Philadelphia home in 2015, rounded up his family at gunpoint, and arrested him on fraud charges related to economic espionage, before abruptly dropping the charges months afterward.

"I'm very, very glad that we can finally put the government under oath to explain why they decided to do what they did, violating our constitutional rights," Xi said in an exclusive interview with NBC News. "We finally have an opportunity to hold them accountable." The case will now be kicked back to the district court, continuing a long legal battle. Xi, who's represented in part by the American Civil Liberties Union, attempted to bring a suit against the government in 2017, alleging that FBI agents "made knowingly or recklessly false statements" to support their investigation and prosecution. Xi also claimed that his arrest was discriminatory, and that he was targeted due to his ethnicity, much like other scholars of Chinese descent. A district court dismissed his case in 2021, but Xi appealed the decision last year.

US 'Won't Tolerate' China's Ban on Micron Chips, Commerce Secretary Says (reuters.com) 194

The United States "won't tolerate" China's effective ban on purchases of Micron Technology memory chips and is working closely with allies to address such "economic coercion," U.S. Commerce Secretary Gina Raimondo said on Saturday. From a report: Raimondo told a news conference after a meeting of trade ministers in the U.S.-led Indo-Pacific Economic Framework talks that the U.S. "firmly opposes" China's actions against Micron. These "target a single U.S. company without any basis in fact, and we see it as plain and simple economic coercion and we won't tolerate it, nor do we think it will be successful." China's cyberspace regulator said on May 21 that Micron, the biggest U.S. memory chip maker, had failed its network security review and that it would block operators of key infrastructure from buying from the company, prompting it to predict a revenue reduction.

China Deletes 1.4 Million Social Media Posts in Crackdown (reuters.com) 88

Reuters reports: China's cyberspace regulator said 1.4 million social media posts have been deleted following a two-month probe into alleged misinformation, illegal profiteering, and impersonation of state officials, among other "pronounced problems"...

Beijing frequently arrests citizens and censors accounts for publishing or sharing factual information considered sensitive or critical of the Communist Party, the government or the military, especially when such information goes viral. Of the 67,000 accounts that were permanently closed, almost 8,000 were taken down for "spreading fake news, rumours, and harmful information," according to The Cyberspace Administration of China (CAC). Around 930,000 other accounts received less severe punishments, from being removed of all followers to the suspension or cancellation of profit-making privileges.

In a separate campaign, the regulator recently closed over 100,000 accounts that allegedly misrepresented news anchors and media agencies to counter the rise of online fake news coverage aided by AI technologies.

Six of the submitted cases appear to be bogus judicial decisions with bogus quotes and bogus internal citations... The bogus 'Varghese' decision contains internal citations and quotes, which, in turn, are non-existent."

Eugene Volokh's legal blog describes what happened next: Thursday, plaintiff's counsel filed an affidavit in response, explaining that he was relying on the work of another lawyer at his firm, and the other lawyer (who had 30 years of practice experience) also filed an affidavit, explaining that he was relying on ChatGPT... ("The citations and opinions in question were provided by Chat GPT which also provided its legal source and assured the reliability of its content...")
Their affidavit said ChatGPT had "revealed itself to be unreliable," while adding that they had "never utilized ChatGPT as a source for conducting legal research prior to this occurrence and therefore were unaware of the possibility that its content could be false." The affidavit adds that the lawyer "greatly regrets having utilized generative artificial intelligence to supplement the legal research performed herein and will never do so in the future without absolute verification of its authenticity."

China's world-leading solar industry could face a wave of bankruptcies if the current aggressive expansion of manufacturing capacity continues, according to the sector's biggest player. From a report: More than half of China's solar manufacturers could be forced out in the next two to three years because of excess capacity, Li Zhenguo, president of Longi Green Energy Technology, said during an interview Wednesday on the sidelines of the SNEC PV Power Expo in Shanghai. "Those that will be hurt first will be those that are not prepared sufficiently," he said. Companies with weaker finances and less-advanced technology are most at risk, according to Li.

The global solar market is growing rapidly, with installations expected to rise 36% this year to 344 gigawatts, according to BloombergNEF. But factories are expanding even faster. One step in the supply chain alone -- producing the polysilicon that goes into the panels -- will see capacity rise enough to produce 600 gigawatts this year, BloombergNEF analyst Jenny Chase said in a presentation at SNEC earlier this week. "There will be a price crash, it will hurt, and there will probably be bankruptcies across the industry," she said. Others pushed back against overcapacity concerns. Companies that are expanding are doing so because their customers need it, said Li Junfeng, executive council member of the China Energy Research Society.

Solar Power To Overtake Oil Production Investment For First Time (reuters.com) 136

According to the International Energy Agency (IEA), investment in clean energy is set to surpass spending on fossil fuels in 2023, with solar projects expected to outpace oil production for the first time. Reuters reports: Annual investment in renewable energy is up by nearly a quarter since 2021 compared to a 15% rise for fossil fuels, the Paris-based energy watchdog said in its World Energy Investment report. Around 90% of that clean energy spending comes from advanced economies and China, however, highlighting the global divide between rich and poor countries as fossil fuel investment is still double the levels needed to reach net-zero emissions by mid-century.

Around $2.8 trillion is set to be invested in energy worldwide in 2023, of which more than $1.7 trillion is expected to go to renewables, nuclear power, electric vehicles, and efficiency improvements. The rest, or around $1 trillion, will go to oil, gas and coal, demand for the last of which will reach an all-time high or six times the level needed in 2030 to reach net zero by 2050.

Current fossil fuel spending is significantly higher than what it should be to reach the goal of net zero by mid-century, the agency said. In 2023, solar power spending is due to hit more than $1 billion a day or $382 billion for the year, while investment in oil production will stand at $371 billion. Investment in new fossil fuel supply will rise by 6% in 2023 to $950 billion, the IEA added.

However, its official shopping site Amazon.cn will remain operational, as will other services such as Amazon Global Selling, Amazon Global Store and cloud unit Amazon Web Services (AWS). The app store service will shut down on July 17, according to Chinese media The Paper, citing a Tuesday email from Amazon Appstore sent to users, which did not elaborate on the reasons for quitting the market. A Paralyzed Man Can Walk Naturally Again With Brain and Spine Implants 41

An anonymous reader quotes a report from the New York Times: Gert-Jan Oskam was living in China in 2011 when he was in a motorcycle accident that left him paralyzed from the hips down. Now, with a combination of devices, scientists have given him control over his lower body again. "For 12 years I've been trying to get back my feet," Mr. Oskam said in a press briefing on Tuesday. "Now I have learned how to walk normal, natural." In a study published on Wednesday in the journal Nature, researchers in Switzerland described implants that provided a "digital bridge" between Mr. Oskam's brain and his spinal cord, bypassing injured sections. The discovery allowed Mr. Oskam, 40, to stand, walk and ascend a steep ramp with only the assistance of a walker. More than a year after the implant was inserted, he has retained these abilities and has actually showed signs of neurological recovery, walking with crutches even when the implant was switched off. "We've captured the thoughts of Gert-Jan, and translated these thoughts into a stimulation of the spinal cord to re-establish voluntary movement," Gregoire Courtine, a spinal cord specialist at the Swiss Federal Institute of Technology, Lausanne, who helped lead the research, said at the press briefing.

In the new study, the brain-spine interface, as the researchers called it, took advantage of an artificial intelligence thought decoder to read Mr. Oskam's intentions -- detectable as electrical signals in his brain -- and match them to muscle movements. The etiology of natural movement, from thought to intention to action, was preserved. The only addition, as Dr. Courtine described it, was the digital bridge spanning the injured parts of the spine. [...] To achieve this result, the researchers first implanted electrodes in Mr. Oskam's skull and spine. The team then used a machine-learning program to observe which parts of the brain lit up as he tried to move different parts of his body. This thought decoder was able to match the activity of certain electrodes with particular intentions: One configuration lit up whenever Mr. Oskam tried to move his ankles, another when he tried to move his hips.

Then the researchers used another algorithm to connect the brain implant to the spinal implant, which was set to send electrical signals to different parts of his body, sparking movement. The algorithm was able to account for slight variations in the direction and speed of each muscle contraction and relaxation. And, because the signals between the brain and spine were sent every 300 milliseconds, Mr. Oskam could quickly adjust his strategy based on what was working and what wasn't. Within the first treatment session he could twist his hip muscles. Over the next few months, the researchers fine-tuned the brain-spine interface to better fit basic actions like walking and standing. Mr. Oskam gained a somewhat healthy-looking gait and was able to traverse steps and ramps with relative ease, even after months without treatment. Moreover, after a year in treatment, he began noticing clear improvements in his movement without the aid of the brain-spine interface. The researchers documented these improvements in weight-bearing, balancing and walking tests. Now, Mr. Oskam can walk in a limited way around his house, get in and out of a car and stand at a bar for a drink. For the first time, he said, he feels like he is the one in control.

Microsoft Warns That China Hackers Attacked US Infrastructure (cnbc.com) 39

Microsoft has issued a warning that Chinese state-sponsored hackers, known as "Volt Typhoon," have compromised "critical" U.S. cyber infrastructure across various industries with a focus on gathering intelligence. CNBC reports: The Chinese hacking group, codenamed "Volt Typhoon," has operated since mid-2021, Microsoft said in an advisory. The organization is apparently working to disrupt "critical communications infrastructure between the United States and Asia," Microsoft said, to stymie efforts during "future crises." The National Security Agency put out a bulletin (PDF) on Wednesday, detailing how the hack works and how cybersecurity teams should respond.

The attack is apparently ongoing. In an advisory, Microsoft urged impacted customers to "close or change credentials for all compromised accounts." U.S. intelligence agencies became aware of the incursion in February, around the same time that a Chinese spy balloon was downed, the New York Times reported. The infiltration was focused on communications infrastructure in Guam and other parts of the U.S., the Times reported, and was particularly alarming to U.S. intelligence because Guam sits at the heart of an American military response in case of a Taiwanese invasion.

Volt Typhoon is able to infiltrate organizations using a unnamed vulnerability in a popular cybersecurity suite called FortiGuard, Microsoft said. Once the hacking group has gained access to a corporate system, it steals user credentials from the security suite and uses them to try to gain access to other corporate systems. The state-sponsored hackers aren't looking to create disruption yet, Microsoft said. Rather, "the threat actor intends to perform espionage and maintain access without being detected for as long as possible." Infrastructure in nearly every critical sector has been impacted, Microsoft said, including the communications, transport, and maritime industries. Government organizations were also targeted.

Employees of the Chinese-owned video app TikTok have regularly posted user information on a messaging and collaboration tool called Lark, according to internal documents. The New York Times: In August 2021, TikTok received a complaint from a British user, who flagged that a man had been "exposing himself and playing with himself" on a livestream she hosted on the video app. She also described past abuse she had experienced. To address the complaint, TikTok employees shared the incident on an internal messaging and collaboration tool called Lark, according to company documents obtained by The New York Times. The British woman's personal data -- including her photo, country of residence, internet protocol address, device and user IDs -- were also posted on the platform, which is similar to Slack and Microsoft Teams. Her information was just one piece of TikTok user data shared on Lark, which is used every day by thousands of employees of the app's Chinese owner, ByteDance, including by those in China.

According to the documents obtained by The Times, the driver's licenses of American users were also accessible on the platform, as were some users' potentially illegal content, such as child sexual abuse materials. In many cases, the information was available in Lark "groups" -- essentially chat rooms of employees -- with thousands of members. The profusion of user data on Lark alarmed some TikTok employees, especially since ByteDance workers in China and elsewhere could easily see the material, according to internal reports and four current and former employees. Since at least July 2021, several security employees have warned ByteDance and TikTok executives about risks tied to the platform, according to the documents and the current and former workers. "Should Beijing-based employees be owners of groups that contain secret" data of users, one TikTok employee asked in an internal report last July. The user materials on Lark raise questions about TikTok's data and privacy practices and show how intertwined it is with ByteDance, just as the video app faces mounting scrutiny over its potential security risks and ties to China.

'More Than 600,000 Students and Teachers Use Z-Library' (torrentfreak.com) 21

According to email addresses associated with Z-Library, more than 600,000 students and teachers are using the pirate eBook repository. TorrentFreak notes that this is "likely an underestimation," especially since the United States is excluded from the analysis. From the report: The team analyzed its user database to check how many user email-addresses are linked to universities, colleges and schools. This gives an impression of how many students and employees use the site but it's likely a low estimate, as students may very well use their personal email addresses to sign up. Still, the overall outcome and the global distribution of users is worth highlighting. China is the top country in absolute numbers, followed by India and Indonesia. This is no surprise, perhaps, as these countries also have the largest populations. Looking at the full database, Z-Library linked 600,000 email addresses to a total of 30,000 educational institutions around the world.

The only country missing from the top list, population-wise, is the United States. Z-Library notes that it intentionally excluded the country due to the criminal prosecution of two of the site's alleged operators. "It should be noted that when compiling statistics, we excluded all data related to the United States due to illegal arrest of two Russian citizens on suspicion of involvement in Z-Library," the shadow library writes on Telegram. There are also some relatively smaller countries in the top list, such as Australia. With a population of just over 25 million, Z-Library is relatively popular there, beating Brazil and Vietnam, which both have much larger populations.

The Australian Monash University also gets a special mention. Apparently, it is the educational institution where users have created the most public booklists. These lists are personal book collections that can be focused on any theme, including educational topics. Trinity College Dublin, in Ireland, is the runner-up based on the number of created booklists. It's worth a separate mention, however, as it also appears in the top 5 universities that donated to Z-Library. UC Berkeley Neglected To Disclose $220 Million Deal With China To the US Government (thedailybeast.com) 63

Berkeley has failed to disclose to the U.S. government massive Chinese state funding for a highly sensitive $240 million joint tech venture in China that has been running for the last eight years. The Californian university has not registered with the U.S. government that it received huge financial support from the city of Shenzhen for a tech project inside China, which also included partnerships with Chinese companies that have since been sanctioned by the U.S. or accused of complicity in human rights abuses.

The university has failed to declare a $220 million investment from the municipal government of Shenzhen to build a research campus in China. A Berkeley spokesperson told The Daily Beast that the university had yet to declare the investment -- announced in 2018 -- because the campus is still under construction. However, a former Department of Education official who used to help manage the department's foreign gifts and contracts disclosure program said that investment agreements must be disclosed within six months of signing, not when they are fully executed. Berkeley admitted that it had also failed to disclose to the U.S. government a $19 million contract in 2016 with Tsinghua University, which is controlled by the Chinese government's Ministry of Education.

The project's Chinese backers promised lavish funding, state-of-the-art equipment, and smart Ph.D. students for Berkeley academics researching national security-sensitive technologies, according to contract documents exclusively obtained by The Daily Beast. After the project got underway, Berkeley researchers granted Chinese officials private tours of their cutting-edge U.S. semiconductor facilities and gave "priority commercialization rights" for intellectual properties (IP) they produced to Chinese government-backed funds. A Berkeley spokesman said that Berkeley only pursued fundamental research through TBSI, meaning that all research projects were eventually publicly published and accessible to all; it did not conduct any proprietary research that exclusively benefited a Chinese entity. Still, Berkeley's ties to the Chinese government and sanctioned Chinese companies are sure to raise eyebrows in Washington, where U.S. policymakers are increasingly concerned about the outflow of U.S. technology to China, especially those with military applications.
