What kinds of digital restrictions are you trying to manage here? It sounds like what you're making is just for storing/managing the documents, how do people view/edit them? What are you trying to protect these documents from?
What if you got an email from a watchdog system that said something like: "The system noticed a copy of your watermark on a peer to peer network. You are being watched. Have a nice day."
